Fisher Foods was a Cleveland-based supermarket chain that operated primarily across northeastern Ohio from the 1930s through the 1980s. Trade tokens and scrip of this kind were issued by individual store locations — Belford Heights being one of the smaller suburban outlets — typically to handle fractional change in promotional contexts or as courtesy scrip for in-store use, bypassing the need to return actual coinage.

Whether this specific piece circulated broadly or sat largely unused in a cash drawer is the more interesting question. Store-level scrip from regional grocers rarely survived in quantity.
