Malta decimalized its currency in 1972, replacing the pound-shilling-penny system with the Maltese lira divided into 100 cents. The 1982 issue belongs to the second decade of that decimal series, struck during a period when Malta under Dom Mintoff's government was pursuing a notably independent foreign policy — non-alignment, neutrality treaties with neighboring states, and deliberate distance from both NATO and Libyan influence despite substantial pressure from Gaddafi.
Bronze cents of this period saw heavy circulation and are frequently found with significant wear.
