Charles Brooke, the second White Rajah of Sarawak, inherited the territory from his uncle James in 1868 and governed it as a personal fiefdom until 1917 — one of the last privately ruled colonial states in the world. Sarawak's coinage was issued under Brooke family authority entirely independent of the British Crown, financed and ordered through London's commercial mints as a matter of administrative practicality rather than imperial instruction.
The Royal Mint declined the contract. These cents were struck by the Birmingham firm of Heaton & Sons.
