Camp Forrest, outside Tullahoma, Tennessee, was one of the largest POW installations in the continental United States, holding tens of thousands of German and Italian prisoners at its peak. Canteen scrip like this was a deliberate policy instrument — the War Department mandated that enemy prisoners be paid for labor in non-transferable camp currency, preventing any accumulation of real money that could fund escape attempts or black market dealings with the local civilian population.

The Campbell catalog reference places this among a substantial body of American POW camp issues, but Camp Forrest examples turn up infrequently, likely because most scrip was destroyed or surrendered at repatriation.
