Jail scrip of this kind was issued for use within the facility's commissary or canteen system, allowing inmates to make small purchases without handling official currency — a practice common in American county jails and penitentiaries through much of the 20th century. Allegheny County Jail, located in Pittsburgh, used internally circulating paper tokens to manage inmate accounts, reducing the risk of cash theft and contraband. The 1-cent denomination is the lowest practical unit in such a system.
