Monaco's euro coinage required special negotiation with the European Union, as the principality is not an EU member. The 2001 agreement permitting Monaco to issue euro-denominated coins capped annual mintage volumes tightly, and 2006 issues are no exception — most were sold directly in collector sets rather than released for general circulation, which is why examples in circulation grades are genuinely harder to find than the modest mintage figures alone would suggest.
