Obverse description The obverse features a centrally perforated field framed by a finely engraved open laurel wreath, its two branches tied at the base with a ribbon bow, the tips of the branches meeting at the top above the central hole. The surrounding legend UNITED STATES OF AMERICA runs clockwise along the periphery in raised Latin serif capitals. The design, by Chief Engraver James B. Longacre, reflects an experimental annular format proposed for a low-denomination billon or base-metal cent. The field between the wreath and the rim is plain, drawing emphasis to the striking central perforation.
