The paired He/He mint mark places this cash among a short-lived series struck simultaneously at both the Board of Revenue and Board of Works mints in Beijing during the Kangxi Emperor's early reign — a period when the court was still consolidating power following the regency of the Four Oboi Ministers, who had been effectively running the empire since the young emperor's accession in 1661. Oboi himself was arrested in 1669, squarely within this coin's production window.
The "He" designation refers to the cyclical accounting system used to track annual mint output. The 1667–1670 window corresponds to a broader reform effort aimed at standardizing cash weights after years of debased and underweight issues under the Shunzhi reign.
