Bolivia's 2009 constitution, which took effect under Evo Morales, restructured the country's financial institutions and formally reconstituted the Banco Central de Bolivia with an expanded mandate — this issue falls within that post-constitutional period. The boliviano itself had been reintroduced in 1987 at a rate of one million old pesos, a direct consequence of the hyperinflationary collapse of the mid-1980s that briefly gave Bolivia the highest inflation rate on earth.
