Banco Francisco Argandoña was a private Bolivian commercial bank authorized under the country's 1890 banking law, which briefly allowed regional private banks to issue their own circulating notes. The arrangement was short-lived — Bolivia's government moved to consolidate note-issuing authority through the early 1900s, and most of the private banks, including Argandoña's, were stripped of that privilege within a decade of receiving it.

Bradbury Wilkinson's involvement is typical of the period; British security printers held near-total dominance over South American private bank commissions in the 1890s, and the cotton substrate they used for this series has proven more durable than the notes' brief monetary life would suggest.
