Thailand's Ministry of Finance turned to the Royal Thai Survey Department as printer during the Japanese occupation, when the country's usual foreign printing arrangements had become impossible to maintain. The Survey Department was equipped for cartographic work, not currency production, and the quality gap shows — impression registration on this series is noticeably inconsistent across surviving examples.
Pick 39 is distinguished from the later Type II issues by its Thai serial number format, a detail that matters for attribution since both types circulated simultaneously and are superficially similar at a glance.
