Pope John XXIII announced the Second Vatican Council in January 1959, less than three months after his election — a decision that shocked the Curia and reoriented the Catholic Church for decades. This German commemorative issue appeared in 1960, during the preparatory phase of Vatican II, before the Council had even convened. The "Aureus Magnus" designation is a medallic honorific, not a denomination with any circulation mandate.
