The United Services Officers' Club in Chittagong issued these small-denomination notes during the Second World War, almost certainly in response to the acute small-change shortage that afflicted British India as the war economy drew coin out of circulation and hoarding accelerated. Chittagong's strategic position — it was the principal port supplying the Burma campaign — meant a substantial and transient military population that needed working change for canteen and mess transactions.

Club-issued chits of this kind had no legal standing whatsoever. They functioned purely on institutional trust within a closed community, redeemable only at the issuing establishment.
