Abdul Hamid I's reign coincided with a period of acute Ottoman fiscal pressure following the disastrous Russo-Turkish War of 1768–1774, which ended with the Treaty of Küçük Kaynarca stripping the empire of Crimea and imposing heavy indemnities. The Regency of Algiers, nominally under Ottoman suzerainty but functionally autonomous, maintained its own mint and monetary system throughout — the Dey's treasury fed largely by corsair revenue and tribute rather than Constantinople's priorities.

The dual denomination designation reflects the coexistence of two accounting systems in the Regency simultaneously.
