Bad Oeynhausen served as the headquarters of the British Army of the Rhine (BAOR) from 1945, with its civilian population relocated to make way for military administration. The YMCA operated canteen facilities for Allied personnel throughout the occupation zone, and these fractional scrip notes filled a practical gap — official occupation currency (the BAAF/BAOR series) didn't extend to small canteen transactions, and German Reichsmarks were officially discouraged for use by Allied troops.
Fractional Mark denominations in YMCA scrip are considerably harder to locate than the whole-Mark values. The ⅙ Mark figure is an unusual denomination by any measure.
