Gibraltar's Olympic commemorative program in the early 1990s produced a sprawling series of small-denomination gold proofs timed to the Barcelona 1992 Games. The issuing authority was not Gibraltar's own monetary body acting independently — these coins were produced under franchise arrangements common to British Overseas Territories seeking numismatic revenue, with Pobjoy Mint handling production for much of this output.
The .9999 fineness is the telling detail here: standard British commemorative gold of the period typically ran at .917, so the choice of four-nines purity was a deliberate marketing decision aimed at bullion-minded collectors rather than pure numismatists.
