The Cessetani were an Iberian people centered around the modern Tarragona region — Kesse in ancient sources — whose coinage emerged under the administrative pressure of Roman pacification following the Second Punic War. Rome actively encouraged indigenous minting in Hispania during this period as a practical tool for paying local troops and collecting taxes, making issues like this one as much a Roman fiscal instrument as a local one.
