Rudolph II relocated the imperial court from Vienna to Prague in 1583, transforming Bohemia into the administrative and cultural center of the Habsburg empire. Municipal issues like this Budweis piece emerged partly from the fragmented minting rights still held by Bohemian towns — Budweis, known today as České Budějovice, had retained civic minting privileges that larger centralization efforts had not yet fully absorbed. The 1590s were a period of increasing tension between Rudolf's court and the Bohemian estates over just such fiscal autonomy.
