Gibraltar has issued commemorative gold under its own authority since the 1970s, a privilege that dates to its status as a British Overseas Territory with distinct issuing rights. The "Miracle of Dunkirk" framing reflects the 80th anniversary of Operation Dynamo — the May–June 1940 evacuation in which roughly 338,000 Allied troops were lifted from the beaches of northern France by a combination of Royal Navy vessels and the famous fleet of civilian "little ships."

The quarter sovereign format itself revived in the early 2000s and remains the smallest denomination in the sovereign family by weight.
