Karim Khan Zand never took the title of Shah, ruling instead as Vakil al-Ra'aya — "deputy of the subjects" — a deliberate political stance that set his regime apart from every other Persian dynasty of the 18th century. His coinage reflects this: Tehran was still a minor town during his reign, Shiraz being the true seat of Zand power, which makes Tehran-mint issues from this period considerably scarcer than their Shiraz counterparts.
The Type C designation marks a distinct die revision within the Zand series, catalogued separately in Album precisely because the Zand mint administration was inconsistent enough that type progressions carry real attributional weight.
