Pictured Rocks became the first U.S. National Lakeshore when Congress designated it in 1966, a designation created specifically because the site didn't fit neatly into the existing National Park or National Forest frameworks. The .900 silver proof version of the America the Beautiful quarter series was produced exclusively for collector sets — no silver examples entered circulation — with the San Francisco Mint handling all silver proof strikes throughout the program's run.
