The Great Smoky Mountains quarter was the first of five releases in 2014 under the America the Beautiful Quarters Program, authorized by Congress in 2008 to run through 2021. The park itself straddles the Tennessee–North Carolina border, which created a minor bureaucratic question during the selection process: Tennessee submitted it, yet the site is shared. Treasury resolved this by designating coins to the state in which the park's primary visitor infrastructure sits.

Philadelphia and Denver struck the circulation issue; San Francisco handled proof and silver proof versions. The silver proof strikes use a 90% silver planchet distinct from the clad circulation stock.
