Beschrijving voorzijde The obverse features a left-facing portrait bust of George Washington, first President of the United States (1789–1797), rendered in the style established by John Flanagan and modified by William Cousins. The legend LIBERTY appears above the effigy, while IN GOD WE TRUST is inscribed to the lower left of the portrait. The mint mark appears below the motto, and the denomination QUARTER DOLLAR is displayed along the lower rim, flanking the designer's initials JF and WC. The inscription UNITED STATES OF AMERICA curves along the upper periphery.

A man, woman, and child are shown in period dress approaching the iconic island facility, with the historic hospital building visible in the background. The legend ELLIS ISLAND arcs across the upper field, flanked by the designer's initials BF and PH. The state name NEW JERSEY and the date 2017 appear in the lower field, with the national motto E PLURIBUS UNUM inscribed along the lower periphery.
