The Arches quarter is part of the America the Beautiful program, authorized by Congress in 2008 to run through 2021 — five designs per year, each honoring a national park or federal site, one per state in the order of the site's designation. Utah's slot went to Arches National Park, established as a national monument by Herbert Hoover in 1929 and upgraded to full park status in 1971. The silver proof version, struck at Philadelphia, was issued exclusively for collector sets and never saw circulation.
