This 1889 pattern was struck at a moment when Liberia's coinage infrastructure was almost entirely dependent on foreign mints — Philadelphia handled most production — and the quarter dollar denomination was being reconsidered for practical circulation. Patterns from this period were typically produced in small numbers to test designs or gauge interest from the Liberian government, which often lacked funds to proceed with full issues.
KM#Pn20 in bronze suggests a metal trial rather than an approved currency proposal. The denomination never entered regular bronze production.
