The "Starry Night" quarter dollar is part of Cook Islands' long-running licensed fine art coin program, which has produced dozens of issues reproducing paintings under agreements with major museums. This particular piece reproduces Van Gogh's 1889 work, painted during his voluntary confinement at the Saint-Paul-de-Mausole asylum in Saint-Rémy-de-Provence. The original hangs at MoMA in New York, acquired in 1941 as a bequest from Lillie P. Bliss.
The copper core with .999 silver plating keeps production costs viable for a souvenir-grade issue of this size and weight. Cook Islands' nominal face value gives it legal tender status, though the denomination bears no relationship to intrinsic or collector value.
