Obverse description Right-facing effigy of Her Majesty Queen Elizabeth II, portrayed with a diadem crown and wearing a pearl earring, after the fourth definitive portrait by Ian Rank-Broadley. The legend ELIZABETH II arcs along the left border and COOK ISLANDS along the upper border, with the denomination 1/4 DOLLAR descending along the right border. The engraver's initials IRB appear below the truncation of the bust, and the date 2015 is positioned in the lower field beneath the effigy. The obverse is struck on a circular flan with a polished proof finish.

Reverse description Full-color reproduction of Vincent van Gogh's celebrated oil painting Café Terrace at Night (1888), applied to the entire rectangular field of the coin. The composition depicts a warmly illuminated café terrace on the Place du Forum in Arles, France, rendered in van Gogh's characteristically vigorous impasto style with bold contrasts of deep cobalt blue and brilliant yellow-gold tones. Patrons and a white-aproned waiter are visible beneath the glowing awning of the terrace, while figures promenade along the darkened cobblestone street receding into the nocturnal cityscape. A starlit deep-blue sky fills the upper portion of the composition, punctuated by vivid white and golden star forms. No inscriptions or legends appear on the reverse.
