Kuwait's quarter-dinar denomination has a specific practical function: it bridges the gap in everyday retail transactions in a currency system where the dinar itself carries unusually high purchasing power — one Kuwaiti dinar remains among the world's highest-valued currency units by exchange rate. The fractional notes in this series consequently see genuine, heavy circulation rather than the ceremonial use that high-denomination notes often attract.

De La Rue's involvement with Kuwaiti currency stretches back to the earliest post-independence issues of the 1960s. P#29 belongs to the sixth series, introduced under the Central Bank's ongoing programme of incremental security upgrades following the currency replacement necessitated by the 1990 Iraqi invasion, when the entire pre-war note stock had to be demonetized.
