Iraq's quarter-dinar denomination had essentially no practical role by 1993 — hyperinflationary pressure following the Gulf War and the crippling UN sanctions regime had already eroded the dinar's purchasing power to the point where fractional notes were economically absurd on arrival. This issue was printed nonetheless, almost certainly to maintain the formal appearance of a functioning currency system rather than to meet any real transactional demand.
The 1993 date places it squarely within the sanctions-era printing program, when Iraq was cut off from Western security printing suppliers and forced to rely on domestic facilities with declining quality control — a factor that makes consistent ink saturation and registration across this series notably variable.
