Libya's 1984 series marked the first time the Central Bank issued a quarter-dinar denomination as a circulating note rather than relying on coins for that value — a practical concession to the wear rate of low-denomination coinage in high-volume daily trade. Thomas De La Rue's involvement was a holdover from the pre-Gaddafi banking relationship; the regime had nationalized the banking sector by 1970 but continued using London printing contracts for technical reasons well into the 1980s.
The single watermark is the sole security feature, modest even by the standards of the period.
