Arcola, Illinois produced several local scrip issues during the Great Depression, when coin shortages and municipal cash-flow problems pushed civic organizations into informal currency roles. The Advertising Club fractional — a quarter-cent denomination, which is unusual even by Depression scrip standards — was almost certainly intended for making change in local retail transactions, plugging a gap left by the disappearance of small coins from everyday circulation in the early 1930s.

Quarter-cent scrip is rare enough that most catalogers treat any surviving example as a collector piece rather than a circulation artifact.
