Panama's Balboa coinage is constitutionally pegged at par with the U.S. dollar — a monetary arrangement dating to 1904 that has never been broken — which means these coins circulate alongside American quarters interchangeably. The Canal itself was transferred to full Panamanian control on December 31, 1999, after decades of negotiation beginning with the Torrijos-Carter Treaties of 1977.

KM#158 is part of the bimetallic commemorative run tied to Canal themes issued in the mid-2010s. Panama does not operate its own mint; production is contracted abroad, with most circulation strikes of this period produced at the Royal Canadian Mint.
