The design is tripartite: the bank name appears in a rectangular cartouche at top center reading "BANCO DEL PARAGUAY" and "Y RIO DE LA PLATA" at lower center, flanking a central circular vignette of the Paraguayan Coat of Arms surrounded by an elaborate guilloche border. Denomination numerals "1.25" appear in large ornate counters within interlaced lathe-work panels on both the left and right thirds.

The Banco del Paraguay y Rio de la Plata was a private commercial bank operating under Paraguayan charter, and its second issue came during a period of aggressive credit expansion that would contribute to the financial crisis convulsing the Río de la Plata region by the early 1890s. The 1.25 peso fuerte denomination is an odd one — fractional values of this kind typically emerged to fill a specific gap in small-denomination circulation rather than from any standardized monetary planning.

The South American Bank Note Company in Buenos Aires handled a substantial share of regional private bank printing in this period, though it remains less documented than its North American counterparts. The firm's output for Paraguayan issuers is scarce in any condition, partly because Paraguay's banking sector collapsed so thoroughly that surviving note stocks were largely unredeemed and lost.
