Part of the long-running Gibraltar-Isle of Man competitive licensing rush of the 1990s, when both territories aggressively pursued Beatrix Potter rights to produce bullion-adjacent collectibles for the British nostalgia market. The 1/25 Crown denomination was essentially engineered backward from the gold weight — 1.24g of .9999 fine — to hit a low retail price point attractive to gift buyers rather than serious collectors.
