Ferdinand II was still Archduke of Inner Austria when these pieces were struck at Klagenfurt — his elevation to Holy Roman Emperor came nearly two decades later. The Klagenfurt mint operated intermittently during this period, and its output from the early 1600s is notably thin, partly a consequence of ongoing fiscal strain from the Long Turkish War, which had been bleeding Inner Austrian revenues since 1593.
The reference numbers 77-78a suggest documented die variants within a small, tightly catalogued series.
