Nijmegen struck these billon pieces during a period of acute financial pressure in the Dutch Revolt, when the city's municipal authorities resorted to issuing their own small-denomination coinage to address a chronic shortage of petty currency. The Spanish siege economy had disrupted normal coin supply across Gelderland, and towns throughout the province were improvising.

The two-year production window almost certainly reflects a stop-gap measure rather than a sustained policy — once provincial and States-General coinage normalized, municipal billon issues like this one became redundant and were quickly pulled from circulation, which accounts for the relative difficulty in finding well-preserved survivors today.
