H.E. Rapsey operated a bakery and grocery in Victoria, British Columbia during the early 1860s, a period when the Fraser River gold rush had flooded the colony with transient population and left small merchants chronically short of government-issued small change. Merchants across Vancouver Island and the mainland resorted to issuing their own copper tokens — the "stampee" denomination itself borrowed from a West Indian term for a small-value coin, carried into the Pacific Northwest by traders familiar with Caribbean commerce.
The Rapsey pieces are among the scarcer of the British Columbia merchant tokens, with the bakery's short operational window limiting how many entered circulation.
