Bhutan's coinage during the early twentieth century was produced under the Deb Raja system, a theocratic administrative structure that ran parallel to — and was increasingly subordinate to — the consolidating authority of the Wangchuck hereditary penlops. By the time this type was struck, Ugyen Wangchuck had already been recognized as the first hereditary Druk Gyalpo in 1907, effectively reducing the Deb Raja to a ceremonial role. The coins continued under the older titulature anyway, institutional inertia outlasting institutional power.
KM#19a is distinguished from related varieties by its copper composition rather than the debased billon of earlier issues.
