Struck to mark the 1994 National Heritage Year, this issue belongs to a series Oman used throughout the 1990s to project cultural continuity under Sultan Qaboos, who had seized power from his father in a 1970 palace coup and spent the following decades methodically constructing a national identity where little unified one had previously existed. Heritage-themed commemoratives were a deliberate instrument of that policy.
