The Supreme National Congress of Chilpancingo — the insurgent governing body established by José María Morelos in 1813 — authorized emergency copper coinage to fund the Mexican independence movement against Spanish colonial rule. These pieces were struck under field conditions with crude dies, often on irregular planchets, reflecting the practical constraints of a government operating in active military conflict rather than from a secured mint facility.

The KM#203 series spans the years before the Congress itself was dissolved under military pressure from royalist forces in 1815.
