Colombia's first republican coinage was authorized in 1819 by the Congress of Cúcuta, but the Bogotá mint — operating continuously since 1627 under Spanish colonial administration — took several years to fully transition its dies and standards to the new republic. Issues dated 1821 bridge that transition directly, still bearing the debased .666 fineness inherited from late colonial practice rather than the cleaner standards adopted later in the decade.
The "Pre-republican" designation in Hernández reflects ongoing scholarly debate about how to classify transitional pieces struck before the mint fully committed to republican authority in both design and administrative practice.
