Popayán's copper fractional issues of 1813 emerged from a mint caught between collapsing royalist authority and the early republican governments of New Granada. The city changed hands repeatedly during the independence wars, and the mint's output reflected that instability — small emergency strikes in base metal substituting for silver that could no longer be reliably sourced or safely circulated.
