The countermark '65' — denoting 1365 AH — was applied to existing half qirsh pieces as a cost-efficient remonetary measure, avoiding a full new striking while updating the coin's official authorization for continued circulation. Saudi Arabia in this period was still consolidating its monetary infrastructure following the unification of Hejaz and Nejd under Ibn Saud in 1932, and ad hoc countermarking was a practical solution to coin shortages without the overhead of a new mint run.
