This is a Middlesex halfpenny token, part of the enormous wave of privately issued copper coinage that flooded Britain from the late 1780s onward after the Royal Mint's near-total failure to produce adequate regal copper. The Conder token phenomenon — named after James Conder, who first catalogued these pieces — saw merchants, manufacturers, and speculators fill the gap with millions of tokens, many issued with no genuine commercial purpose beyond collector sales. The DH#945a reference places this firmly within Dalton and Hamer's foundational catalogue of provincial tokens.
The George and Charlotte designation refers to George III and his queen, a popular royalist theme among token issuers of the 1790s.
