Israel's 40th anniversary in 1988 fell during the First Intifada, which had erupted in December 1987 — giving the commemorative program an unexpectedly fraught backdrop. The Bank of Israel issued across multiple denominations that year, this being the lowest-value piece in the anniversary set. Copper-aluminium-nickel was the standard circulation alloy for the New Sheqel series introduced after the 1985 currency reform that replaced the hyperinflated old Sheqel at a rate of 1,000 to one.
