Issued by the Oldenburg Chamber of Commerce in 1917, this is Notgeld — emergency currency produced by local authorities, municipalities, and trade bodies as the German imperial government's metal supply collapsed under wartime demand. Iron replaced nickel and copper in civilian coinage almost entirely by this point; the metals had more urgent destinations. Chamber of Commerce issues like this one occupied a peculiar legal grey zone, neither fully sanctioned nor suppressed, tolerated because the alternative was no small change at all.

The multiple Funck variants suggest at least two distinct die pairs saw production, a common outcome when local contractors rather than state mints handled striking.
