The Polska Krajowa Kasa Pożyczkowa was established in 1916 under German occupation as a parallel financial institution to the Reichsbank — not a sovereign Polish bank, but a carefully managed concession designed to issue a separate currency for the occupied Polish territories while keeping real monetary control firmly in Berlin. The Mark issues that followed were denominated on the German model precisely to facilitate that control.

Printing locally at the S. Manitius press in Łódź rather than in Germany was an operational necessity given wartime logistics. Manitius was a commercial printer, not a specialist security press, which partly explains why the low-denomination fractional notes in this series are among the more plainly produced Polish occupation issues of the period.
