Iquitos in 1921 was effectively ungovernable from Lima — a jungle city accessible only by river or air, thousands of kilometres from the capital, and periodically inclined to act on that fact. The Loreto separatist movement of 1921 produced its own provisional administration, the Junta Patriótica, which issued emergency currency backed by nothing more than regional authority and the rubber economy's fading memory.
The printer, El Oriente, was a local newspaper press. That origin shows in the typography.
