Albert VII, Archduke of Austria, and his wife Isabella Clara Eugenia received the Spanish Netherlands as a nominally sovereign entity in 1598 — a political arrangement engineered by Philip II partly to sidestep the constitutional resistance of the Flemish estates to direct Spanish rule. Tournai, as a lordship operating under this joint administration, issued coinage in the couple's names during this transitional window before Albert's death in 1621 would return the territories to direct Habsburg control.
The 1601–1603 dating brackets a period of active but short-lived local mint activity under the new regime. Tournai's output for Albert and Isabella was limited, which accounts for the relative infrequency of this type in trade.
