Sealand's claim to sovereignty rests on a 1968 ruling by a British court that the former Royal Navy sea fort HM Fort Roughs — sitting just outside UK territorial waters — fell beyond British jurisdiction. Roy Bates declared it a principality that same year. The coins it has issued since the 1990s carry no legal tender status anywhere and were produced purely as novelty revenue, sold rather than circulated.
